What a heat pump change-out permit actually requires
A residential heat pump swap looks like a one-line mechanical permit and rarely is. Here is what jurisdictions typically ask for, and where change-outs stall.
Heat pump change-outs are the most repeatable permit in residential trade work. They are also the one most often underestimated: repeatable is not the same as simple, and contractors new to high-volume electrification work are regularly surprised by how much a "straight swap" pulls in.
Here is what a change-out permit usually has to cover.
It is rarely mechanical only
A furnace-to-heat-pump conversion almost always has an electrical component. The new equipment draws differently, which means a new circuit, a new disconnect, and often a panel that has to be evaluated for capacity.
Jurisdictions handle this in one of two ways. Some accept a combination permit that covers both trades on one application. Others require separate mechanical and electrical permits filed together, sometimes by separately licensed contractors.
Getting this wrong is the most common reason a change-out gets rejected on the first pass: the application says mechanical, the equipment implies electrical work, and the reviewer cannot approve a scope that does not match what is going to be installed.
Equipment documentation
Every jurisdiction wants to know exactly what is going in. In practice that means:
- Manufacturer, model number, and capacity for the outdoor unit and the air handler
- AHRI certificate or matched-system reference, where the jurisdiction asks for it
- Electrical characteristics — voltage, minimum circuit ampacity, maximum overcurrent protection
A clear photo of the nameplate covers most of this. An unclear one causes a correction, which is a week.
Load calculation, sometimes
Whether you need a Manual J load calculation depends on the jurisdiction and on whether the new system changes capacity. A like-for-like capacity swap often escapes it. An upsize or downsize frequently does not, and some jurisdictions require it regardless.
This is worth resolving before the job is sold, because a load calculation is a real piece of work with a real cost, and finding out about it after the customer has signed is an uncomfortable conversation.
Energy code compliance
This is where change-outs vary most by state. Depending on where you are working, a heat pump swap may pull in:
- Energy compliance forms specific to the state code
- Duct leakage testing, with results submitted
- Refrigerant charge verification
- Third-party verification, signed by someone who is not you
The signature requirement is the one that catches people. A form that requires a third-party rater is not satisfied by a contractor signature, and a form submitted unsigned is a correction, not a warning.
Panel capacity
If the existing service cannot carry the new load, the change-out becomes a change-out plus a service upgrade — a much bigger permit, a much bigger job, and often a utility coordination problem on top.
You want to discover this during the site visit, not during plan check. A panel photo taken at the same time as the nameplate photo costs nothing and answers most of the question.
What the timeline usually looks like
In jurisdictions with online-instant issuance for residential mechanical, a clean change-out permit can be issued the same day it is filed. That is the good case, and it is more common than people expect.
Where a reviewer touches it, the sequence is: submit, wait for review, receive comments if any, respond, wait again, issue. Each round trip is measured in days, and the number of round trips is almost entirely determined by how complete the first submittal was.
Where change-outs actually stall
In our filings, the stalls cluster in three places:
- Scope mismatch — mechanical-only application for a job with electrical work.
- Missing energy documentation — particularly forms needing a third-party signature.
- Panel capacity questions — the reviewer asks whether the service can carry it, and nobody has the answer on hand.
None of these are hard. All of them are avoidable if the site visit collects the right three photos: nameplate, panel, and equipment location.
Why a change-out still counts as one project
Most change-outs need both a mechanical and an electrical permit. We count that as a single project at the flat $99 rather than billing each permit separately, because the forms are the same, the review path is the same, and the corrections are the same six things.
