What residential jobs need in West Hartford

West Hartford does not publish trade-by-trade checklists for every scope, so we confirm the requirements for your job with the department during jurisdiction research, before we file.

Where filings stall

  • Everything goes through CityView, including contractor registration, so the company has to be registered before the first filing.
  • The town posts its own photovoltaic permit handout and generator handout, plus a combined mechanical and electrical application.

Connecticut rules that apply

  • A building permit cannot be issued until the zoning enforcement official certifies in writing that the work complies with zoning, so zoning comes first.
  • Residential contractors doing more than $1,000 of work a year register as Home Improvement Contractors with the Department of Consumer Protection, unless they hold a state trade license and stay within it.
  • Electrical work is done under E-1 or E-2 licenses; PV-1 and PV-2 licenses are limited to solar and wind systems. Heating and cooling work falls under the S and D license classes.
  • Connecticut publishes a standard technical supplement for residential PV permit applications.
